On August 22, 2016 Clay County Sheriff’s Office deputies arrested and charged Richard Raines, age 33 of Prairie with possession of a control substance, possession of a firearm by a convicted felon, a failure to appear warrant issued by the Clay County Justice Court, a bench warrant issued by the Clay County Circuit Court for felony fleeing/child endangerment and an outstanding capias warrant for sale of marijuana. Raines also is wanted by the State of Texas on a felony warrant for possession of marijuana. Total bond has been set at $101,520.50 for the possession of a controlled substance, possession of a firearm by a convicted felon and the failure to appear warrant. No bond for the bench warrant issued by Clay County Circuit Court for felony fleeing/child endangerment. Raines will be arraigned in October in Clay County Circuit Court for the sale of marijuana indictment. Raines is being held at the Clay County Detention Center.
Another unrelated arrest occurred August 24, 2016 during a traffic stop initiated by Clay County Sheriff’s Investigators resulted in the arrest of Jonathan Elkins, age 44 of West Point. Elkins is charged with possession of a controlled substance – methamphetamine. Elkins is currently incarcerated at the Clay County Detention Center where bond has been set at $10,000.00. Preliminary court date at the Clay County Justice Court has been set for September 1, 2016.
